Property valuation formal complaint filing period open through March 31

Property owners wishing to challenge their property valuations for tax year 2024 may do so as of Jan. 1. The Cuyahoga County Board of Revision will accept formal complaints from Jan. 1 through March 31.

All complaints must be filed with the Board of Revision by 11:59 p.m. or bear a United States postmark of March 31, 2025. Other postmarks are not valid.

There are several ways to file a complaint. Skip the hassle of postage, parking and standing in line by filing complaints online using a valid email address, which bypasses the requirement for a notary. 

Residents can also print a hard copy of the complaint form, which requires notarization. 

Contact the Board of Revision at 216-443-7195 to request a complaint form be mailed, or pick up a complaint form from the Board of Revision Office, located at 2079 E. 9th St., Second Floor, in Cleveland. 

When filing a Formal Valuation Complaint, property owners must provide an opinion of value and documents to support their claim, which can include, but is not limited to:

  • A complete appraisal report from the last calendar year
  • Dated photographs of the property, showing existing conditions
  • Certified estimates from a contractor for repairs
  • Purchase agreement with closing statement
  • New construction costs certified by a builder (hard and soft costs).

Evidence does not need to be provided at the time of filing the complaint, but can be submitted up to seven business days prior to the scheduled hearing. Taxpayers can visit the Board of Revision website to find additional instructions for filing, as well as examples of different types of evidence that can be submitted to support their opinion of value.
